How can I fix: Your enrollment could not be completed.
I encountered the message “Your enrollment could not be completed” and "Your enrollment in the Apple Developer Program could not be completed at this time." on the Developer website. The issue persists with app enrollment as well. I attempted to resolve it via telephone support; however, representatives stated they were unable to identify the cause or provide a solution. I am seeking assistance, as the lack of clarity and resolution is concerning. Can anyone provide guidance? I'm stuck with this problem with 5-6 months.

Organization Enrollment Stuck in Document Review for 2+ Months – Enrollment ID: BXK7HD22VL
Hello, I am posting here regarding a long-pending Organization enrollment that has been stuck for over two months. Details: Enrollment ID: BXK7HD22VL Organization name: Production Times Account type: Organization Timeline: Approximately two months ago, I completed the D-U-N-S verification process with Apple Developer Support on a phone call. Immediately after the D-U-N-S step, I uploaded all required legal documents as instructed. Since then, the enrollment has remained in “In Review” status with no further updates or requests for additional information. Support attempts so far: I sent an email to Developer Support one week ago and have received no reply. I have also tried calling Developer Support multiple times. On two separate occasions I waited on the IVR for 2 hours and 1.5 hours respectively, but no agent ever connected. I have completed every step that was asked of me (D-U-N-S + legal document upload) and have been waiting for the document review to finish for over two months with zero communication. Could someone from Apple Developer Support please look into Enrollment ID BXK7HD22VL and provide a status update or escalate the case? Thank you.

App Store Connect still shows "Developer Program Membership Expired"
Hello, I renewed my Apple Developer Program membership on aug 8, 2026. The payment was successfully processed, I received the invoice and renewal confirmation, and the Apple Developer website shows that my membership is active. but the app store connect still shows “ Your Apple Developer Program membership has expired. Your apps will not be available on the App Store until you renew your membership. To renew your membership, the Account Holder needs to visit the Membership section of their” and I don’t know what to do to solve this

Enrollment stuck on "could not be completed"
Hello, I'm trying to enroll in the Apple Developer Program as an individual. The "Enroll Now" button in the Developer app is inactive and redirects me to developer.apple.com/programs/enroll/. There I select "Individual," accept the agreement, and then the process stops with: "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." My Apple Account info (name, phone, email, payment method) is correct and up to date at account.apple.com. I've retried multiple times with the same result. I've already opened a support case (ID: 20000133591514) but haven't received a resolution yet. Has anyone else run into this and found a fix, or knows how to get it escalated? Thanks in advance.

Title: Paid $99 Developer Subscription via iOS App, but Portal shows "Become a member" & App Store Connect is Blank (Error 2002)
Hi everyone, I am stuck in a serious account provisioning/sync loop and need some advice or visibility from Apple moderators. The Issue: I purchased and completed the $99 Apple Developer Program subscription directly through the official Apple Developer app on iOS. The charge is fully processed, and the subscription shows as active under my Apple ID subscriptions and bank account. However, when I log into developer.apple.com with the exact same Apple ID, the portal completely ignores my active membership and redirects me to the "Become a member / Start your enrollment" page. Because the web backend doesn't recognize my active subscription, App Store Connect loads a completely blank/white screen on web browsers, and the App Store Connect iOS app throws Error 2002 (Developer Account Required). What I've tried: Double-checked that I am logged into the exact same email/Apple ID across all platforms. Cleared all browser cache, cookies, and tried Incognito/Private mode on multiple browsers (Safari & Chrome) and different devices. Tried waiting out the 48-hour sync window, but the system is completely disconnected. It seems like a critical backend synchronization bug where the App Store subscription ledger failed to update my developer team portal profile status to Active. Has anyone found a way to trigger the sync manually, or do I have to wait for senior developer relations support to do a manual override? Hello everyone, I need help with my Apple Developer Program enrollment, as I have been stuck in the processing stage since February 20 and I don’t know what else to do. When I initially tried to enroll, I was told that the process would take two business days, but it has been much longer now. Every two days, I have attempted to purchase again, but I always receive the same message telling me to wait another two days. I have checked my payment method, verified my Apple ID information, and followed all the recommended steps, but I still cannot complete the enrollment. Has anyone else experienced this issue? Working for a india based startup . The director has submiited the various legal documents of the company showing his name also submitted govt approved photo id proof . Apple wants payslips currently the company only has the CEO and Director as employees and they dont take salaries. Already raised a ticket but its moving very slowly if somebody from the apple ecosystem could help. Would be appreciated

Hi! Our membership has been expired and we unable to renew it. On developer website it says to sign in to Apple Developer app and renew from there, but there is no any button or an option to renew it there. We have tried different devices. We think the cause is that developer account holder is a business managed account. Could anyone help us renew membership with business managed account as a account holder? Thank you!

Unable to continue Apple Developer Program enrollment after updating my legal name
Hello, I am currently trying to enroll in the Apple Developer Program, but my enrollment appears to be stuck. During the identity verification process, I realized that my Apple Account did not include my complete legal name. I updated my Apple Account at account.apple.com, and it now exactly matches my government-issued ID. However, the change does not appear to have propagated to Apple Developer. My Apple Account now shows my complete legal name, but the Apple Developer website still displays my previous name (without my middle name). At the same time, I can no longer continue the enrollment because every Apple Developer page redirects me to: “Need assistance with accessing your developer account?” Because of this, I literally cannot access any of the normal Apple Developer support options. Every support link redirects me back to the same page, leaving me unable to request a callback or access any other support workflow. The only option available to me is submitting the contact form shown on that page. I have already contacted Apple Developer Program Support multiple times. Hello, I'm requesting help escalating an unresolved issue with my Apple Developer Program account. Issue: My Organization membership has expired, and there is no "Renew Membership" option anywhere (web, iOS, or macOS Developer app) — only "Enroll Today" (new enrollment), which returns this error: "Sorry, you cannot enroll at this time. Your Apple Account is already linked to an account holder of a membership." Additionally, Xcode returns this error when trying to access my team: "Unable to find a team with the given Team ID 'YCCN3B3298' to which you belong. Please contact Apple Developer Program Support." This strongly suggests a broken/unlinked team membership record on Apple's backend that I cannot resolve myself. Receiving message "Unable to find a team with the given Team ID to which you belong" when trying to access Certificates Identifiers & Profiles page. On the developer portal it shows the enroll in program button even though I paid a couple months back
When attempting to access the (Certificates Identifiers & Profiles) page, I receive the message "Unable to find a team with the given Team ID to which you belong". In the developer portal it shows the enroll in program button even though I am already enrolled. I am not able to test my apps or anything due to this issue. Please help!

Pending Termination Notice Under Section 3.2(f) – Seeking Guidance Regarding Developer Identity Verification Hello, Case ID: 20000132641773 I am seeking guidance regarding a Pending Termination Notice that I recently received under Section 3.2(f) and App Review Guideline 5.6.2 (Developer Identity). I fully respect Apple's policies and have always tried to operate within the App Store guidelines. However, I am struggling to understand the identity-related concerns mentioned in the notice. My Situation I enrolled in the Apple Developer Program as an Individual developer. I completed the standard enrollment process and paid the membership fee. My developer account was approved and activated by Apple. During enrollment, I was not asked to upload a passport, National ID Card, driver's license, or any other identity verification documents. The account has been active for several years. I have multiple published applications and have invested significant resources into their development and growth. My Main Concern The notice states that Apple believes fraudulent or false identity information may have been provided. However: I have never intentionally misrepresented my identity. The name on the account belongs to me. I am fully willing to complete any identity verification process. I can immediately provide my Passport, National ID Card, Driver's License, proof of address, or any other documents Apple may require. Significant Business Impact The termination notice has affected all applications associated with my account. As a result: App transfers are disabled. Earnings payments are paused. Existing applications are impacted. Ongoing user acquisition and marketing campaigns have been disrupted. I have invested heavily in growing these applications, including substantial advertising spend through Meta Ads and other marketing channels. I can provide supporting evidence of advertising activity, installs, traffic, and user acquisition if requested. Questions Has anyone successfully resolved a similar Developer Identity (5.6.2) issue through additional verification? Has Apple allowed developers to submit identity documents after receiving a Pending Termination Notice? Is there any recommended approach when the developer is fully willing to verify their identity but was never previously asked to submit identity documents? I have already submitted an appeal and expressed my willingness to provide any form of identity verification required by Apple. Small Business Program enrollment stuck 12+ days, two support replies both generic/boilerplate (case 20000126932047)
I submitted the App Store Small Business Program enrollment form twice (July 28 and July 31, 2026) and received only the automatic "We've received your request" confirmation email both times - no approval, no rejection, and no trace of the program at all on the Agreements page in App Store Connect (only Free Apps and Paid Apps Agreements show there, both Active). I opened a developer support case (20000126932047) to ask for a real status check. I've received two replies so far, both scripted/generic, neither addressing the specifics I gave them (confirmation email received, Paid Apps Agreement already Active). Has anyone else dealt with an enrollment stuck like this? Did escalating through the forum actually help get a real human to look at the account, like I've seen in a couple of other threads here? Any advice on what actually moves this forward would be appreciated.

Developer Account Terminated — No Explanation, App Never Published
My developer account was terminated on February 26, 2026. Case ID: 102831495509 I'm a solo developer. My app (Reazy, a text-to-speech tool for students with dyslexia) was never published — I was still in the review process. I have no other Apple developer accounts and have never had one terminated before. The termination email cited "documented indications of fraudulent conduct" under Section 3.2(f) but gave no specifics. I have not manipulated reviews, used fake accounts, or engaged in any fraudulent activity. I genuinely don't know what triggered this. I've submitted appeals via developer.apple.com/contact with no response. Can someone please explain what was flagged so I can address it? I'm happy to provide any documentation needed.

Has anyone else experienced long delays with Apple Developer Program enrollment? I've been waiting for an update since 4 July and have sent multiple follow-ups, but I keep receiving the same response: they're handling a high volume of support requests or that they will get back to me when they have an update. Has anyone else experienced this recently? How long did it take for your enrollment to be approved.

Unable to enroll in Apple Developer Program – blocked before code entry (Academy enrollment)
Hello, I am currently a learner in the Apple Developer Academy and have received a valid Apple Developer Program enrollment code. However, I am completely blocked from enrolling. Whenever I try to access the Apple Developer Program enrollment page, I immediately see the message: “Your enrollment in the Apple Developer Program could not be completed at this time.” Because of this, I cannot even reach the step where I can enter my enrollment code. This is preventing me from continuing with the Academy program, as Developer Program access is required. Details: 2FA enabled Payment method added Signed in on iPhone and used App Store Issue persists for several days I have already contacted Apple Developer Support, but received a generic response without a specific reason. This seems to be an account restriction issue rather than a problem with the enrollment code. Has anyone experienced a similar issue, or is there a way to resolve this? Thank you.

Someone is using our company details for an Apple Developer account and Apple won't help
Hi everyone, I have a pretty strange and frustrating situation with Apple Developer Program and I'm not sure what else I can do. I am the founder and legal director of ROBI SOLUTIONS, TOO. Recently I tried to enroll our company into the Apple Developer Program, but Apple rejected/withdrew the enrollment because our D-U-N-S number is already linked to another Apple Developer team. The problem is: nobody currently authorized in our company has access to this team, and nobody from our company authorized another person to create or control an Apple Developer account using our company details. Apple Support even gave me the existing Team ID: B6A343DF5R, but that's basically where the help stops. I explained several times that I'm not asking Apple to disclose private information about the Account Holder. I am reporting that someone appears to be using our company's legal identity and D-U-N-S number without authorization. I am the founder and legal representative of the company. I can provide company registration documents, official registry extracts, my ID, proof that I control our corporate domain and email, D-U-N-S documentation, signed documents, notarized documents — whatever Apple needs to verify that I actually represent this company. But instead of giving me a verification process or escalating this as an unauthorized use of a company's identity, I keep getting the same privacy-related answer. This is the part I really don't understand. How can someone register an Apple Developer organization using another company's legal information, but the real owner of that company has no way to verify ownership and recover or remove that organization? What is a company supposed to do in this situation? My support case is 20000119979762. Has anyone had a similar situation? Is there a specific Apple department or escalation path for cases where a company's D-U-N-S number is being used by an unknown/unauthorized Apple Developer account? At this point I just want Apple to verify me as the legal representative of the company and either: give our company control of the existing organization account, or unlink our company and D-U-N-S number from it so we can create a legitimate account. I really don't understand why this is so difficult when I'm ready to provide all legal documents needed for verification. Thanks.

Receiving message "Unable to find a team with the given Team ID to which you belong" when trying to access Certificates Identifiers & Profiles page. On the developer portal it shows the enroll in program button even though I paid a couple months back
When attempting to access the (Certificates Identifiers & Profiles) page, I receive the message "Unable to find a team with the given Team ID to which you belong". In the developer portal it shows the enroll in program button even though I am already enrolled. I am not able to test my apps or anything due to this issue. Please help!

I fully respect Apple's policies and have always tried to operate within the App Store guidelines. However, I am struggling to understand the identity-related concerns mentioned in the notice. My Situation I enrolled in the Apple Developer Program as an Individual developer. I completed the standard enrollment process and paid the membership fee. My developer account was approved and activated by Apple. During enrollment, I was not asked to upload a passport, National ID Card, driver's license, or any other identity verification documents. The account has been active for several years. I have multiple published applications and have invested significant resources into their development and growth. My Main Concern The notice states that Apple believes fraudulent or false identity information may have been provided. However: I have never intentionally misrepresented my identity. The name on the account belongs to me. I am fully willing to complete any identity verification process. I can immediately provide my Passport, National ID Card, Driver's License, proof of address, or any other documents Apple may require. Significant Business Impact The termination notice has affected all applications associated with my account. As a result: App transfers are disabled. Earnings payments are paused. Existing applications are impacted. Ongoing user acquisition and marketing campaigns have been disrupted. I have invested heavily in growing these applications, including substantial advertising spend through Meta Ads and other marketing channels. I can provide supporting evidence of advertising activity, installs, traffic, and user acquisition if requested. Questions Has anyone successfully resolved a similar Developer Identity (5.6.2) issue through additional verification? Has Apple allowed developers to submit identity documents after receiving a Pending Termination Notice? Is there any recommended approach when the developer is fully willing to verify their identity but was never previously asked to submit identity documents? I have already submitted an appeal and expressed my willingness to provide any form of identity verification required by Apple. Any guidance from Apple staff or developers who have experienced a similar situation would be greatly appreciated. Thank you.

Small Business Program enrollment stuck 12+ days, two support replies both generic/boilerplate (case 20000126932047)
I submitted the App Store Small Business Program enrollment form twice (July 28 and July 31, 2026) and received only the automatic "We've received your request" confirmation email both times - no approval, no rejection, and no trace of the program at all on the Agreements page in App Store Connect (only Free Apps and Paid Apps Agreements show there, both Active). I opened a developer support case (20000126932047) to ask for a real status check. I've received two replies so far, both scripted/generic, neither addressing the specifics I gave them (confirmation email received, Paid Apps Agreement already Active). Has anyone else dealt with an enrollment stuck like this? Did escalating through the forum actually help get a real human to look at the account, like I've seen in a couple of other threads here? Any advice on what actually moves this forward would be appreciated.

Developer Account Terminated — No Explanation, App Never Published
My developer account was terminated on February 26, 2026. Case ID: 102831495509 I'm a solo developer. My app (Reazy, a text-to-speech tool for students with dyslexia) was never published — I was still in the review process. I have no other Apple developer accounts and have never had one terminated before. The termination email cited "documented indications of fraudulent conduct" under Section 3.2(f) but gave no specifics. I have not manipulated reviews, used fake accounts, or engaged in any fraudulent activity. I genuinely don't know what triggered this. I've submitted appeals via developer.apple.com/contact with no response. Can someone please explain what was flagged so I can address it? I'm happy to provide any documentation needed.

Has anyone else experienced long delays with Apple Developer Program enrollment? I've been waiting for an update since 4 July and have sent multiple follow-ups, but I keep receiving the same response: they're handling a high volume of support requests or that they will get back to me when they have an update. Has anyone else experienced this recently? How long did it take for your enrollment to be approved.

Unable to enroll in Apple Developer Program – blocked before code entry (Academy enrollment)
Hello, I am currently a learner in the Apple Developer Academy and have received a valid Apple Developer Program enrollment code. However, I am completely blocked from enrolling. Whenever I try to access the Apple Developer Program enrollment page, I immediately see the message: “Your enrollment in the Apple Developer Program could not be completed at this time.” Because of this, I cannot even reach the step where I can enter my enrollment code. This is preventing me from continuing with the Academy program, as Developer Program access is required. Details: 2FA enabled Payment method added Signed in on iPhone and used App Store Issue persists for several days I have already contacted Apple Developer Support, but received a generic response without a specific reason. This seems to be an account restriction issue rather than a problem with the enrollment code. Has anyone experienced a similar issue, or is there a way to resolve this? Thank you.

Someone is using our company details for an Apple Developer account and Apple won't help
Hi everyone, I have a pretty strange and frustrating situation with Apple Developer Program and I'm not sure what else I can do. I am the founder and legal director of ROBI SOLUTIONS, TOO. Recently I tried to enroll our company into the Apple Developer Program, but Apple rejected/withdrew the enrollment because our D-U-N-S number is already linked to another Apple Developer team. The problem is: nobody currently authorized in our company has access to this team, and nobody from our company authorized another person to create or control an Apple Developer account using our company details. Apple Support even gave me the existing Team ID: B6A343DF5R, but that's basically where the help stops. I explained several times that I'm not asking Apple to disclose private information about the Account Holder. I am reporting that someone appears to be using our company's legal identity and D-U-N-S number without authorization. I am the founder and legal representative of the company. I can provide company registration documents, official registry extracts, my ID, proof that I control our corporate domain and email, D-U-N-S documentation, signed documents, notarized documents — whatever Apple needs to verify that I actually represent this company. But instead of giving me a verification process or escalating this as an unauthorized use of a company's identity, I keep getting the same privacy-related answer. This is the part I really don't understand. How can someone register an Apple Developer organization using another company's legal information, but the real owner of that company has no way to verify ownership and recover or remove that organization? What is a company supposed to do in this situation? My support case is 20000119979762. Has anyone had a similar situation? Is there a specific Apple department or escalation path for cases where a company's D-U-N-S number is being used by an unknown/unauthorized Apple Developer account? At this point I just want Apple to verify me as the legal representative of the company and either: give our company control of the existing organization account, or unlink our company and D-U-N-S number from it so we can create a legitimate account. I really don't understand why this is so difficult when I'm ready to provide all legal documents needed for verification. Thanks.
