Apple Developer Enrollment Cannot Be Completed – Multiple Support Cases, Payment Processed & Apple Account Verified

I’m looking for guidance regarding an Apple Developer Program enrollment issue that has remained unresolved despite multiple contacts with Apple Support.

I enrolled as an Individual and successfully paid the $99 Apple Developer Program membership fee. The payment was charged and I received an official Apple invoice.

Initially, Apple Developer Support informed me that my membership had been successfully purchased and activated and showed the membership status as Processed.

Shortly afterward, however, I received another message stating:

“For one or more reasons, your enrollment in the Apple Developer Program couldn’t be completed.”

I contacted Developer Support under:

Case 20000136025222

Developer Support subsequently indicated that the issue appeared to be related to my Apple Account and directed me to Apple Support.

I contacted Apple Support directly and successfully completed Apple Account verification. The Apple Support advisor could not identify why Developer Support had redirected the enrollment issue to them.

I then attempted enrollment again through the official Developer website. Immediately after selecting Individual / Sole Proprietor and clicking Continue, I receive:

“Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time.”

No request for identity documents or additional verification is presented.

I also have another Developer Support case:

At this point, I would appreciate guidance from Apple Developer Support on whether my enrollment requires a manual identity/compliance review or additional Developer identity verification.

I am fully prepared to provide my passport, government-issued identification, payment invoice, or any other required documentation through Apple’s secure verification process.

Could Apple Developer Support please review or escalate these cases to the appropriate Enrollment/Membership team or Senior Advisor and advise what specific verification or action is required from my side?

Same here, from Belgium. Enrolled as an Individual on August 31, 99 EUR charged to my card, no confirmation email, account stuck in Pending, the site still asks me to purchase the membership. Support case opened September 2, automatic acknowledgement only since.

That makes at least four of us in this forum in ten days, in different countries, some charged and some not, all with the same messages and the same silence from support. This is clearly not an individual account problem. Apple, please post a status: is enrollment processing broken, and for those already charged, will the enrollment be activated or refunded and reset? Nobody should pay twice.

I’m in the same boat and have tried everything to repeat enrollment with no luck. Please help us Apple!

Update, plus a workaround that actually works.

Respectfully, this thread was never a request to review a private account. It reported four people, four countries, one wall, in the space of ten days. That is a systems question, not an account question. And "reply directly to any emails you've received from Developer Support" assumes those emails exist. Mine never arrived, and here is why.

From August 31 to September 9, the contact form at developer.apple.com/contact refused the email address it had prefilled itself, the verified primary address of my own Apple Account. Every browser, every network, same rejection. On September 9 I switched the primary address of that Apple Account to a second address already verified on the same account, changed nothing else, and the form went through on the first attempt. Case 102957919097, opened that evening. Still no human reply.

So the intake path validates the account's primary address against something that can reject an address Apple itself has verified, which silently locks out precisely the users trying to report that they have been charged. That is not an account matter. That is a bug sitting in front of your support queue.

Meanwhile the order is still frozen at Pending, and my bank has completed the chargeback for a service never delivered. Money out on August 31, money back via the bank, Apple's order still stuck mid pipeline. A genuinely "not completed" enrollment would have cleared or cancelled. Mine did neither, which is the whole point.

For everyone else here: if the contact form refuses your address, try switching your Apple Account's primary address to another one already verified on it. That single change is what unblocked the ticket for me.

Apple, a status note on enrollment processing would still be very welcome.
