I’ve been trying to enroll in the Apple Developer Program for days, but I immediately receive the error: “Your enrollment could not be completed.” This happens on the web, on my Mac, and in the Apple Developer app. I cannot proceed to any step, as the error appears before entering any information or payment details. In the app, the “Enroll Now” button is also disabled.

The issue is still ongoing. All of my account information is correct, but I continue to receive the same error immediately after selecting "Individual." I can't proceed to any verification or payment step...
I haven’t received any response to my emails for over a week. I tried calling Apple Support yesterday and stayed on the line for over an hour without reaching anyone. From what I’ve seen on this forum, this seems to be a relatively simple issue that has been resolved for many other users. I’d really appreciate it if Apple engineers or support staff could take a look at this issue, as it seems to be a blocking problem during enrollment and I’m unable to proceed at all.
