Enrollment Failure – Unable to Complete Apple Developer Program Registration

Dear Apple Developer Support Team,

I am writing to request assistance regarding an issue I am experiencing while attempting to enroll in the Apple Developer Program.

Below are the details of the problem:

The enrollment process fails before reaching the payment page.

The message displayed is: “Your enrollment could not be completed.”

The error appears prior to any payment attempt.

Two-factor authentication is enabled on the Apple ID.

Email address and phone number are verified.

The Apple ID being used for enrollment is different from our existing Enterprise account.

We have attempted enrollment using:

A U.S. address

A Indian phone number

A clean browser session (logged out of other Apple accounts)

The existing Apple Enterprise account under our organization is active and functioning without issues.

This new enrollment attempt is for a separate Developer Program account using a different email address.

We have tried multiple browsers and networks, but the issue persists and prevents us from proceeding to payment.

Could you please check whether:

The Apple ID is restricted or flagged in your system?

There are any verification issues preventing enrollment?

Any additional steps are required from our side to complete registration?

Hi - was there any response ? I've the same issue trying to enroll as sole / proprietor. The apple support person was very rude when I spoke to her. No reasons given on why this enrollment can't be completed. this is also the first time ever I'm trying to enroll for apple developer program. very strange to not allow apps being published (all details are verifiable and nothing illegal, willing to go through the full review of the app etc.. but they aren't even telling what the issue is so I can help provide any support/info required to resolve

I’m currently facing a somewhat similar issue while trying to enroll in the Apple Developer Program. I have been attempting to complete my enrollment since February 24th.

In my case, the enrollment process goes through, but the purchase fails when confirming the payment. I contacted both the Apple Developer Support team and the iTunes/Media Services support team and raised multiple support tickets. Each time I was advised to wait 72 hours before trying again, and I followed those instructions.

So far, I have waited through four separate 72-hour waiting periods, but the issue still persists.

The iTunes support team asks me to contact the Apple Developer team, while the Developer team asks me to contact the iTunes team. Because of this, I seem to be stuck in a loop between both teams.

Since your issue occurs before reaching the payment stage, it could be related to Apple’s internal verification or account checks. In that case, the Developer Support team usually needs to review or escalate the issue internally.
