Apple Developer enrollment stuck for over 30 days — 55 emails sent, documents received, still no response

My Apple Developer Program enrollment has now been unresolved for more than 30 days.

My case number is:

20000128102043

Apple Developer Support previously confirmed that they had received my documentation, and approximately three weeks ago I was also informed that my enrollment/application was under review.

Since then, I have received no meaningful update.

I have now sent approximately 55 emails in an attempt to follow up on this case, but I am no longer receiving responses.

I have also tried to request telephone support through the Apple Developer Support website. However, when I select the phone support option and attempt to verify my telephone number, I am redirected back to the Cases page and cannot complete the callback request.

At this point I effectively have no working support channel.

The situation is particularly frustrating because Apple has already confirmed that:

my documentation was received; my case is active; my enrollment/application was under review.

Yet more than three weeks have passed since that confirmation, and despite repeated follow-ups, I have received no further information about what is outstanding or how I can complete the process.

I am completely willing to provide any additional documentation, identification, or information required. I simply need someone from Apple Developer Support to review case 20000128102043 and advise what is happening with my enrollment.

This issue is now preventing me from releasing my completed iOS application, despite the development work already being ready, and had to refund numerous clients since Apple was supposed to be launched already.

Could an Apple Developer Support representative please review or escalate this case and provide me with an update?
