I applied for the mobile developer program. When I reached the payment stage, it asked me to pay approximately 1500 Egyptian pounds. I paid and waited for activation, but it didn't happen. I went to the website to follow up on the activation and found it telling me to click here to complete my account, and it took me to the payment stage again. This time the amount was $99. I thought the activation was delayed because of the small initial amount. I decided to pay again, believing that activation would happen quickly. But unfortunately, the amount was deducted, and nothing happened. The money has now been withdrawn twice, and I can't find anyone to help me. Most importantly, I have a project I want to start as soon as possible.

You don't need an active account to start developing. You can download Xcode for free from the Mac App Store. You may be able to download the official released (non-beta) version from the Developer site too. (Always download from the Developer site if you can).
Otherwise, I'm afraid you'll have to contact Apple Developer support for the double payment. There seems to be some kind of identification requirement too, which may have to be done through the iOS app. You didn't mention that, so perhaps you haven't done that yet.
I'm afraid that from the many identical reports here in the forums, it will take several weeks at least to get this sorted out.
