I am Account Holder of Team ID , enrolled as an Organization.
Apple has taken payment for a service it has never provided, in any part.
I cannot distribute apps. I cannot use TestFlight. I cannot install my own software on my own device. Every one of those is a benefit of the paid Apple Developer Program. Everything I can still reach — documentation, the forums, the developer site — is available free to anyone with an Apple Account. I have therefore received nothing whatsoever for the annual fee, at no point since paying it.
Apple's own account page states that "only members with the Account Holder, Admin, or App Manager role can register devices." I am the Account Holder.
Apple stated the account required a second name added in order to be approved. That was authorised and actioned. Apple has neither provided access nor identified anything further outstanding.

Apple's categorisation marks the turn: enrolment was in progress 19 June to 3 July. Apple took the fee on 7 July 2026. From 8 July every case is "Account Access," two ran concurrently, and none resolved.
Apple's records contradict the denial:
The Developer Program License Agreement issued 18 June 2026 was accepted 7 July 2026. I am current on Apple's terms.
My account page lists my App Store Connect resources as available to this Team ID. Every one returns "Your Apple Account isn't enabled for App Store Connect."
On 28 July 2026 Apple admitted me to the App Store Small Business Program and recorded my signature on the Apple Pay Platform Web Merchant Terms — both requiring an enrolled developer — while the same day sending "Reminder: Documentation needed for your program enrollment."
Apple requires the Paid Applications Agreement to be accepted inside App Store Connect, so the lockout prevents me executing an agreement Apple itself requires.
For the avoidance of doubt: the Apple Developer Agreement governs free registration. My fee was not paid under it. It was paid under the Developer Program License Agreement, §8 of which takes the fee "as consideration for the rights and licenses granted to You under this Agreement and Your participation in the Program."
What I require:
Access to the Apple Developer Program I paid for, which has never been provided — including device registration, signing, TestFlight and App Store Connect.
Failing that, in writing: the provision relied on, what remains outstanding, and the date access will be provided.
Notice under §14.5, which survives termination under §11.3. Response within 14 days. A fifth case or a further advisor is not a response.
My company has been unable to ship or test since 7 July 2026 and is incurring loss daily. All rights and remedies reserved.
